you can use the flick to get into the powerslide on underpowered RWD cars, i use it oftenly when i'm driving my dads 100hp BMW 3-series, just needs that little push to get it into an nice drift :)

You are right, it is a power slide but it is started with the Scandinavian flick, basically throw the car to the opposite side of the corner to get it to power slide into the corner.
