This guy is more a mage deffo and Cloud is blonde. Alos check out the face contures it's not clouds face nor eye colour he has the make blueish glow.

Kinda made me think that it could be like, 20 years in the future from ffvii, and those soldiers are modified shinra soldiers, and that guy was cloud.
