Yes, it was a video produced by the Belgian government (who are nowhere near as humourlessly insane as yours) and shown on VRT/Canvas, but anyone who knows Belgian humour (or just non-US humour in general..) will get that the exaggerated blustering was actually done in jest (the fact that an American was doing the boasting adds to the sarcasm factor). We're a much berated underdog country with a very sarcastic & surreal sense of humour.. It's a reaction to stereotype toting dumbasses like you.
