Thats cautery pen, doctors use it to burn bloodvessel's in some operations and with cautery, some tattooist's do scar-tattoos.

My tongue split was done by scalpel but they use that cautery pen to burn few bloodvessel that it won't start to bleed while I am going home.

Scalpel can have a bit of regrowth but unless it is a small cut it will not regrow completely.

@FreakingAngryPirate doing it with a scalpel means it won't grow back. once it's split thats it, there might be a little bit of regrowth but you would have to see a doctor to get it back to normal.
