I'll let Hasselbeck slide on this one - his initial contact was with the defender's shoulder. Sean Locklear (#75) however clearly gets a push on #96 (Brown?) at the same time, and his hand is square between the numbers on that one. You could argue that this minor contact does not "restrict the players movement as the play develops" (hence, Illegal Block) since Brown(?) clearly takes several steps after the fact and makes a diving attempt at the tackle.
