Also, make sure you have a good nature. For information on what Pokemon give what EVs (and how many) and what each nature does, serebii . net can help you. I can't help you out on items but EVs and natures are the most important qualities for a competitive Pokemon. No Ev training = owned 9/10 times.

Sigh, waterfall is more useful to physical attackers and surf is more useful to SPECIAL attackers. Waterfall is a physical move and surf is a SPECIAL move. They both give STAB to water types.
