It's neither actually. It is a picture of Gotham City from Batman Begins. It's the shot right before they show Dr. Crane in the courtroom testifing on Mr. Zaz's mental state.
yeah i know what you mean. they literally filmed 2 seconds of the dark knight in ny. just before batman, gordon, and dent meet up on the building with the bat signal they show a skyline of gotham which is realy ny. i know cuz i saw the bridge.

It's probably a CGI shot that they modeled after New York would be my best bet. Not a 100% but that's what I think
