Personal opinion:

Steam > Railroad Tycoon

Rails of Europe > Steam (it's that important; and if you don't have Rails of Europe, you're not doing it right.)

Steam vs eariier Age of Steam is mostly about how much you care about that newb factor. Steam is MUCH more approachable, and it's harder to die a horrible bankrupt death, especially in the base game.

While I like Rails of Europe more, Base Steam might be a better "first train game" than Rails of Europe is.
