It was not on #3 any time before that, as far as any of us know.
I asked that a while back. Apparently not. My guess is that it was on a locomotive that was sold off. #3's whistle was removed when she was retired, and even when she was stored on the Jamestown turntable lead siding when not in active service. I have another photo of #3 taken sometime around her appearance in "The Texan" in 1930, and the whistle was removed there too, but she had not yet been retired.
