What you also could do is using: href="/css/style.css"
The first / tells the webbrowser that the directory css is inside the root-folder.

@Eikern it will work only if your application is intended to be in the root folder of your web server. :)

In thezend version 1.10 the layout is automatically set, no need to it anymore
