I think there were just too many characters to keep track of in the novel and the 'persona' of IT just lacked that spooky element of surprise that King captured in so many of his other novels (Salem's Lot, The Shining....even Pet Sematary).

When I first read the novel and then later saw the movie I saw it all as a poor taste "cling-on" to the fabulous clown scenes of Poltergeist. Yawn!!!
