Actually the original song was about cannabis but the members of Musical Youth were under 18 when they did the cover so they changed all drug references in the lyrics. It then became a song about extreme poverty. There is an article "Pass the Dutchie" on Wikipedia which explains everything plus you can find the original song on Youtube.

As a Jamaican I can assure that this song is about poverty and hunger, a dutchie is the nickname for a dutch pot which is the tradtional cookware used for cooking stews and rice and peas, as such the song describes hungry people sharing a pot of food between themselves by passing it from person to person. Bob Marley spoke about poverty and hunger in his songs as well, listen carefully to songs like "No Woman No Cry." Real reggae is as much social commentary as is it entertainment.
