@3lijahG It depends on the oil. Some take a surprising amount of heat to ignite. Also, Dhalsim's fire is actually supposed to be an optical illusion, anyway.
@3lijahG Not only that in SSFIV, but also Cammy can break Dhalsim's bones with her new ultra despite Dhalsim's flexibility. It's not making any sense.
Dhalsim missed a lot of punish opportunities, or used a weak punish compared to super or ultra.
