It's a Uilleann pipe.

It is an old Irish instrument, much like a bag pipe. It is played a bit differently but it is related to the Scottish bagpipe. The Uilleann pipe is a pretty difficult instrument to play. Very difficult to make it sound good, that's why this instrument may be unknown. There aren't many very good players. Take a recorder (wooden flute) and try to get a nice tone out of it.....A Uileann pipe is just as frustrating..........
