To get it as a drop, you need to finish Olaf's quest. There is no quest required to wield it.

hey badbot wet82 here what does the enchanted excalibur do, I've seen people use it before, and how do you get it ? ^_^

You take the seers headband 3 (from seers hard achievement diary) and regular excalibur to the lady of the lake. Talk to her while wearing the headband and she'll enchant it. Enchanted excalibur heals 4 hp every 2 seconds for 10 seconds and raises your defense 15% + 2 levels.
