If you can use a 16 gauge copper wire to make an electro-magnet... why can't you use a 16 gauge stream of water in a coiling tube since it's almost as diamagnetic as copper?
You can go so far as to inject particles of Bismuth into the tube to make it 16.6 times more diamagnetic.
Plug the filled tube with stoppers and make sure you have copper sticking through to touch the water.
Those copper pieces are now your leads to the battery.

Put a battery in a vacuum chamber and have 2 leads able to connect yet stick through the chamber. Connect to a voltage meter and watch what happens as you increase the pressure.

I really think you make science so interesting. I think you should consider the impact you would have on a college student as a professor in a lab. Obviously you want to pursue research, but as a professor you could seriously spark the minds of many individuals who had bad previous experiences in sciences. If you were able to inverse the polarity of that static charge you would repel water.
You'd need a Van de Graff inverter. Look to hieroglyphics. It's been there the whole time. Also look into Ed Leedskalnin and John Keely.
