This song is made so that it resembles music from, roughly speaking, the 20s-30s - from the music, to the quality of the sound and the lead's vocals, as well as the scratchy noise - put in 20s music into youtube and you can listen for yourself.

The song itself is satire, because although the llrics in those times were surprisingly blunt, they weren't that blunt. The song is meant to make you think 20s music, but when you listen to the lyrics, there's an amusing surprise there.
