  • She explains in a voiceover early in the movie. It's part of the "Kensington System" created by her mother's advisor, Sir John, to make her dependent on him and her mother so they can more easily control her.

    I read that her mother was very possessive

  • @coralin378 She was doing so in order to keep Victoria weak and dependent. By doing this, even when Victoria became queen, she would still need her mother, and therefore it would be her mother and Conroy who actually ran the country. Luckily it backfired and had the opposite effect.

  • @wadyano She wasn't doing it because she hated her daughter or anything. She was doing it because Conroy had some sort of weird psychological control over her and had convinced her this was the best idea (he left out the part where he didn't actually care about the mother and only wanted the power for himself).
