The stomping was coming from an unseen monster, known as the "Prisoner". When it stops stomping it says "Ritual." which backwards is "Are you sure?". It's fun to learn. XD

@Firescar101 actually, that theory has been unproven. but is most likely wrong. that's just a coincidence. it's a japanese man trying to say "ritual" which might be the source of some confusion. you prolly got that from the wiki, but the wiki is wrong about some things.

@agentjr The Prisoner is an unseen monster found within one of the cells in Toluca Prison in Silent Hill 2. Many have come to the conclusion that there are actually two Prisoner monsters, each located in one cell in each of the prison keeping hallways. One will say "Ritual" in a deep voice and the other will say "Are you sure?" in a high-pitched, gargling voice. Despite the fact that they cannot be seen by the player, James Sunderland can ready a weapon, attack and even kill the Prisoners.

I know it's long past (again), BUT! In these areas with the fellow stomping around, once you've cleared the cell block of any enemies... you can track him by aiming.... James in his infinite perception will lock onto and target the sumbitch and you can gun him down, stopping both the stomping and the devil-voice chatter.

I read before that the stomping man says 'Ritual' or 'Are you sure' backwards, so I decided to just give it a try and record myself saying 'Are you sure', then playing it backwards at 100% reduced speed, and it was pretty much the same. :)
