If you reverse the process to provide cooling, it will be energy efficient cooling, and you will return the heat extracted from the building to the ground for use in Winter. They aren't mutually exclusive. Solar/Oil Plants are the way the energy is created, electric is the way it is transferred. So electric cars are better than regular cars even if you plug them into a grid that is powered by an oil power plant. Solar electric cars are best of all. Obama's plan funds both solar and electric.
It's amazing how poor our economy has been under George Bush. I just turned 18 and have struggled in finding even minimum wage job opportunities at places like McDonalds. We need Obama in office. Why not OTEC in coastal areas? Ocean Thermal Energy Conversion- it's really solar, but utilizes the water as its collector- does this sound feasible?

Solar energy can be converted into usable electricity. Add you are refering to coal and nuclear being where most of our electricity comes from.
