chest voice is for singing notes in your comfortable range and head voice is for the high notes. One is not better than the other. They are separate things used for different purposes.

your explanation is not even close.

Head Voice is when you keep the vocal cords closed as resonate your voice in the pharyngeal. Its a way to achieve high notes without falsetto or strain.

Or work on expanding your chest range and try and power those higher notes.

You just go up in chromatics... all major chords. Just start around middle C... then you can go up or you can go down.
