Prevents the female from resisting. Feline mating is painful for the female since the male has spines on his genitals so biting her neck prevents her from turning around and attacking him. It goes back to the kitten phase where as when the mother would pick the kitten or cub up by the neck to keep the cub quiet and still as she moves it. Similar concept here, prevents the female from moving so he can safely deliver the goods.
