Bigger question isn't where to get water when faucets fail because 700 watts will likely fail at the SAME TIME. SO question is how do I generate 700 watts myself in an emergency and answer is - think ahead folks will have solar panels and battery banks to store power, but good long term more PORTABLE solution is a neodymium alternator attached to a bicycle. A dehumidifier is just your minimal window AC unit and running it sitting on a chair in the middle of your room which is why a typical dehumidifier is 700 watts same as small window AC. See, if you don't stick the hot end outside the window it neither cools nor heats the room YET it does a great job of get'n moisture in the air to condense. fridge does same thing is why they all have drip pans.
Put a drip pan under any of these and you have a "From Thin Air" water generator or dehumidifier
