No you can't mod like that, but my friend did Biohazard 2 and got like a hundred elites in a scene. He did it through photo shop which is why there were spacing in the groups so no one would be cut in half or messed up like that.

programs like photoshop. in the large scenes, they took a video with the few moving people you saw. then, they overlayed the video onto an edited picture of alot of guys to create the "large army" image.

it doesn't have anything to do with whether or not people like halo 3. Machinima, for the most part, doesn't make the videos they just post it and sell ads. Users who submit them just decide to go with halo 3 because it was made with features that make it easier to make machinima. (forge, theater mode) On top of that you have a game that gives you flexibility in what you can do. So Halo 3 just turns out to be the easy choice although few of them are good.
