Not sure ifyou found this out in your research for ballast laying, but if you apply an alcohol/water mix using a spray bottle, you can then apply a glue/water mix (50/50) to the ballast and the alcohol will break the surface tension so that the glue will soak in better. Just be careful spraying the alcohol, a gentle mist is better as it can disturb the ballast. But generally once the ballast is wet, you can use an dropper to add the glue. Hope this helps.
