thats not called a voltage drop, thats called a short or open circuit, a voltage drop is a term used when wire size is too small to carry the current therefor causing resistance in the wire. symptoms or voltage drop is a drfference in voltage at the source (circuit panel) and the load (light, plug etc) 5% or more drfference is considered a voltage drop.
