It works by slam-firing. The forward tube holds the round in place, and when it's pushed back into the back tube, there's a firing pin which strikes the primer. It's basically a well-made zipgun with a very large "bullet". However, so long as it's used to launch signaling rounds, and not weapon projectiles, a 37mm launcher isn't a gun at all in the U.S., and can be bought by anyone and shipped by mail.
