The Sept 26, 2009 rain was as heavy as that of Sept 5, and 6 rains but we didn't had flood then; and it rained that whole week!
I do not understand the need to release water from 2 dams simultaneously at the height of typhoon Ondoy. Can they not do such slowly way before the minimum critical level of the dams were reached?
I hope the flood were not done intentionally to have reason to ask donations to funds their candidates for next year's election.
