@champage It means "Call on Oppaman" or in a rougher translation "Call me Oppaman." In a way he wants her to go to him with her problems, but he's also trying to call himself a super hero as you can see in some of the scenes where he is standing in a "heroic" pose lol... sorry that this reply is 2 weeks late, but I hope it still helps :D
