it's a puppy right? it is desu ne (as was in the video)
wanna play? it is just 'no' with a questioning tone to your voice

I got no idea what Wan Wan means but it's written in Katakatana ( i think... ) which is used for foreign words...
So i'm guessing Wan Wan means One One or possibly Eleven mispronounced by someone :P
