Most of Oceansize's song titles are inside jokes. Commemorative 9/11 T-shirt is a reference to the time signature and something to do with Biffy Clyro.

i heard it was from Tim Smith from cardiacs. he gave Mike a t-shirt sized "Age 9 to 11" and said "here is a Commemorative 9/11 T-shirt"

Well, any measure out of the usual 1/2/4/8/16 etc etc is technically possible even in our standard notation system, if tempo is taken into account.

11 divided by 8 is 1.37500... lets say we have a piece at 9/8, tempo being 100. if it were to be 9/11, the tempo would have to be 137.500..

Though I'm just kinda guessing here
