His phraseology for saying thirteen center at midway is better thatn saying "one three center." I've flown into midway which also has the runway of "three one center" which can sound alike, and some of the pilots were confused as to which approach they were cleared for.
ATC can only say "thirteen" if they follow it with "one-three". So typical would be "cleared for the approach runway thirteen, one-three center". I hear this a lot when I'm asked to stop decent at 10,000. 10 is often confused so center will say "ten throusand, one-zero).
You need another look at your aim. There is no word "10" in aviation phrase. The correct term is "one zero thousand", however it is common for ATC to tell us "maintain one-zero, ten, thousand" but "10 thousand" is clearly incorrect phrasing.

Saying 'ten' is not standard, but in the US most people don't even seem to care. I read somewhere, how you should listen to say JFK to heard all non standard stuff, then switch over to AMS (Amsterdam) to hear how its supposed to be done. I did it a couple of times, and it was so true.

The only time I've had ATC say "10" to me is if they follow it with "one zero". I think its even required to use both for altitudes (they all seem to do it). So a 10,000 clearance would read like..."Citation 123 climb maintain one zero, ten, thousand". Seems to be read this way every time. Runway 10 is of course always "runway one zero", heading 010 is "heading zero one zero" always. BTW: I read that the most mis-read altitude is 11,000 vs 10,000.
That makes sense, I have had different experiences which of course these days are getting worse with a whole lot of new guys coming in. Flying from a non-towered airport for the last 12 months and not flying at all 3 years before seem to have killed my radio skills. I am trying to focus on it now.

this is pretty unprofessional and can lead to accidents. a year ago someone cleared a 737 for takeoff with us on short final and as we came the controller sang the "jaws" song..u know..chan chan...we went around and wrote a report...not only he screwed up, but also he made fun out of it. If u want to relieve stress go play tennis, have some sex, etc, but singing and or chatting like that is unacceptable.

I agree with you id be very upset. I fly corporate and with people on board there is no margin for error on anyones behalf. ATC like this should be penalized in some way.

Boy, is that the truth. They have been real snots both IFR and VFR in and around Miami. I fly a 172 - brand new, glass cockpit, dual everything except the engine (with copilot/ wife a senior 747 captain) and we get lectures like we're in 5th grade. Cure: "may I have your operating operating initials and sector number, please?" That cools 'em down quite nicely. The tapes are kept for 30 days; when you call, ask to review them with a supervisor if it's a really bad situation.
when you call our stupervisors, all they do is give us a little scolding. Its not like they are going to give us any real punishment. But what YOU need to do is ask that stupervisor if you could arraingement to come plug in with a controller working busy traffic for about an hour. Maybe you will have a lot more respect for the incredible job we do dealing with the insanity. Unless you do it you have no idea what we deal with.

JFK ATC has an Audio Feed available on the Netz. (Center, Approach and Departure...and maybe Ground, I am not sure)

Normally it's descend and maintain 10, ten thousand, or 10 thousand. Either way what were saying is correct.

Unless you're VFR. C90 has a reputation for not "hearing" VFR requests.
