Why didn't you mention that the reforms: cover another 31 million uninsured Americans; reduce the deficit; end some of the worst insur. co. debates, sets up an exchange that should allow many small businesses & those individuals who don't have coverage through their employer to get more affordable premiums; closes the doughnut hole for seniors, provides additional $ for Medicare stabilization....

You're exempted if you already have h. insur. from employer, if you receive Medicare or Medicaid, are a dependent, are overseas, or have religions objections. You also get tax credits & deductions if you're low income: If you're not exempted, and don't purchase h. insur. you just pay a higher tax. You don't go to jail.
Now, if you refuse to pay your taxes, the government will fine you in the same way that it does whenever you refuse to pay your taxes. Prison is also a possibility for the most determined tax cheats, although generally speaking prison terms are reserved for the most egregious violations of the tax laws.
So: if you are not exempted, you must buy qualifying health insurance. If you'd rather not, for whatever reasons, you can pay a higher tax. If you pay your taxes, nobody will come after you.
Under the house bill a large part of the reforms would be paid for by a surtax on those making more than 1/2 million $ per yr - a move polls show is favored by most Americans.
The CBO also analyzed that the h.c. reforms would reduce the deficit.

Clearly each senator and congressperson must be thoroughly vetted concerning quid pro quo arrangements that are tantamount to bribery. Whoever participated in this corrupt behavior must be prosecuted to the fullest extent of the law.
Furthermore, any leader who offered or approved quid pro quo agreements must be stand trial for ethical violations to include charges of Treason.
The process is entirely corrupt and those who laugh in the face of the american people must be brought to justice.
