There is a lot of ready solutions! I using Maxidix Wifi Suite, for example, and recommend it to everyone who tired of endless switching ip address for the wifi networks. This app allows to create any number of ip profiles, assign them to wireless networks, and then when you connect to such network it will switch it for you. Non wireless adapters work perfectly too.

i think you dont even know what ur doing, you got 2 nic's fine. nics are internal and they both are just using your modem or gateway to obtain an ip address. If your ISP fixed your ip this will only change the advice your using to access the internet, not your public ip address. If your ISP has IP range on restart the best way to get another ip is reseting your router/modem. ipconfig /realease only resets your dhcp lease between pc and modem (internal dhcp)....
