Look Miss Paige, I love your movies, especially Juno and Hard Candy, Inception is all right, but not all of us are as rich as you, so we actually have people we know who fight in the US military. Please stop campaigning for us to go in another country, cuz Obama just put us in Libya, and any minute, we're gonna go into Iran, and I'm tired of playing world police. We're already in 130 countries, and there is genocide all around the world. Please take this into consideration.

maybe i worded it wrongly. 100% peace is not a reality, and cannot be, as long as there is something to gain from use of non peace. it is more like a spectrum. where 50% non peace and 50% peace is the middle. i just see it as never being 100% peace or 100% pandemonium, but instead in the offset middle

Furthermore, police and law enforcement are not there to enforce peace, you don't need to do that because most people are peaceful by nature, but they are there to stop the outbreak of violence, or the disruption of peace. They maintain the peace not enforce it.
