So many reports of him not being able to completely straighten his arm, yet both are completely straight when he raises his hands after taking wickets. Go figure, it must be a periodic condition. He is a great bowler, but I do not believe it for one minute that he cannot straighten his arm.

They changed the rules because most if not all bowlers exceed the old limit, and because that's about as small a bend as is visible to the umpire.

As for Murali, he's got a congenital defect in his arm that prevents him from straightening it any further, and make it looks like his elbow's bent.

Murali's bowling action was cleared- fair enough, but no doubt it was because there was significant pressure from cricketing bodies to do so. It is clear he throws, and the original rules were that a bowler was only allowed a bend of 7 degree's, but after testing they changed it to 15 degree's, so yes, he was cleared, but cleared fairly? No. Even a blind man can see he bends he's elbow and throws the ball.
