Good art have to stand for something, statues of kings of old, pointing towards a great neighboring empire i can understand. ping donkeys or a colored glass box at a subway station, to me doesn't stand for mutch.
I guess art is in the eyes of the beholder. I don't think anybody should say what is good art or simply not art, if you like it and consider art then it is art. That being said if you're gonna put something in a public place at least put something that you think is going to please most people, something well crafted whether people will consider it art or not. Some of those sculptures where horrible in my view, anybody could have done them and they seem like a waste of space.
The point is, yes, modern art shouldn't be thrown in the middle of a city or public area if they don't represent either history or something to do with that particular section of the area. Otherwise it's pretentious in my opinion. Keep it in the gallery where you'll get the respect you deserve, otherwise you're just garnering contempt on purpose and deserve every bit of it.
This is coming from an artist and freedom of expression advocate. There's a time and place for everything.

I dislike his flawed "piccaso" argument, he is basically saying "I don't like it, but it must be good as picaso did it" some how implying artists have to produce classical, fine art or something before they earn the right to create public modern art. Infact, he is actually justifying modern art ironically, art should provoke opnion, thought, mood and he is blatently effected by it.

ok, he needs to calm down about how poorly he feels about some particular art. it's all subjective. his protest on odd artwork in public spaces, well again, he needs to calm down. the popular opinion is they are enjoyable.
