Actually no it was meant to be used as a comedic character. Owen felt uncomfortable doing the stuff that Russo and them wanted him to do. The stuff with Debra Mcmichael and Jeff Jarrett...where he supposedly would fall in love/lust with Debra. But Owen said that it would be uncomfortable for his wife and kids, so they let him bring back this blue blazer gimmick. It was meant at the time to show Owen's "comedic" side.
