Immigration reform, the USCIS must serve better and faster for those legal immigrant applicants (customers paid required fees) before millions illegal immigrants get-in-line. Were so frustrated with USCIS officers worked in Tortoise manner; They getting good paycheck every month, sitting in comfortable rooms enjoy their life, while innumerable applicants suffering from their employers (I-485 application pending).

I have read it, there are no per county or numerical limits. The requirements are the same as the 1986 amnesty.
