There could be a number of reasons, but in my personal experience I would say it was probably a teenage mother, trying to hide her baby and flushed it down the toilet, recently here a teenager had a baby in a bathroom stall and chopped off its head and limbs and put it in the trash so her parents "wouldn't find out" the baby is alive THERE but I doubt it survived after that.
