He actually only took two steps while not dribbling, because the "first" one he was picking up the dribble then the next two steps without it and then the layup. Either way, NBA is pretty inconsistent about it and rules kind of unclear.

Exactly. That's why it is not always helpful to slow down video replays when analyzing travels, you should watch them at normal speed. That's also why I believe LeBron James Crab Dribble was legal, when you slow it down it looks like he took 3 steps, but the first step he took, he hadnt picked up his dribble
