Also hampering her is the wealth of information she has aquired from being in Halo as well as Covenant computer systems play havoc on her. They have said that the new Halo trilogy will also be impacted on how much Cortana has been affected by being "alive" for so long. People say that this could be becuz, unlike normal AI she was cloned from a brain of someone who is still alive(Dr.Halsey)

On the difference a "dumb" AI only knows to do one operation and is very simple. Say a "dumb" AI would make cars while a smart AI would handle battle commands and defense(Cortana does this in Halo2 in the beggining)

By saying "No spartan was ever killed in combat", they don't mean it literally. In one of the books, it's mentioned it's for morale, both for the soldiers and the civilians. It gave them hope knowing that we had soldiers that couldn't "die". If news came back that one was killed, it would be a fairly demoralizing blow. Spartans gave them hope. And in the halo universe, hope was in short supply during those times.
