I don't know about the rest of the video but the pre-credits bit seems to be some kind of Twin Peaks Homage, when Bobby kills the drug dealer in the woods with Laura Palmer present, why they chose to loosely recreate this scene on a roof and what it has to do with the rest of the video is anyone's guess but the subtle Twin Peaks music in the background there is unmistakable.
