I'm pretty sure it was done on purpose because it was painted with watercolors. It's a technique that allows you to push the pigment around by add more water than you would normally put down. I think the person was using it to get a gradation of the colors. By having a spot with more pigment and then pushing it to the less pigmented areas. Then again i could be wrong and the person just added to much water.

@princesaeh Those are pentel neo sable brushes. They're really inexpensive in Japan, but difficult to find in the US. Try Ebay. The light blue brush is a water brush (you fill the handle with water and squeeze and water comes out of the tip.) Judging by the colors, those look like Holbein watercolors, which come out of a tube. The star shaped pattern at the bottom is manga screentone, and the black grid was drawn with a black pen.
