I'm 90% sure about this being a Rowlf song. I had a 12' record when I was young of Muppet songs, and this was one of them. I distinctly remember the 'credit' going to Rowlf for it - although this was 30+ years ago, I might have mis-remembered it. He was also on the cover of the album in a sort or Liberaci pose :D
'Mahna Mahna' was also performed on the Ed Sullivan Show, in 1969.
