I would guess that, since you could potentially have any character performing any job, giving them to specific characters would be disadvantaging some people. It still seems quite odd either way.

@rosso12341 I personally thought they would be a bonus to all characters. That would make more sense to me, but...well, systems in this game rarely want to make sense.

If you didn't find out by the time you read this, each of the gems in the top of the Mysidian Tower gives +10 to their respective stat to a random character (That would be why Firion didn't seem to change).
