While other democrats were making excuses for giving Bush the unconstitutional authority to declare war, Obama was protesting the whole situation.

Thats logical but the politics dont work that way. Liek it or not, GW is the commander in chief, and unless there is a veto-proof vote to end the war, he can continue it. To stop funding with a simple majority will create a game of chicken between Bush and congress. And congress will lose that political battle, because it will mean soldiers will die for lack of supplies.

So, while it is true that congress can force a stop to the war by denying funding, the political costs will be too great.
