Reimportation of drugs is a non-issue. If we allowed it, Canada would put a halt to it immediately because it would drive up their costs.
Bush pushed through a Medicare prescription drug bill that BANNED the government from negotiating lower prices and lied about its true cost until it was pushed through Congress.
The problem with that is, I would put about as much trust in drugs from certain countries as I would in the spam offers I get for meds over the internet.
They are all FDA approved by the same FDA upon arriving into this country. Those in Canada are often considered safer as they are tested more thoroughly.
I don't take any prescriptions but if I did wouldn't hesitate to take medications from Europe or Canada.

They are proposing purchasing drugs from numerous countries, not just Canada.
What I think it will do is force Big Pharma to allocate the cost of research evenly rather than dumping those expenses entirely on Americans.
