The tune is not "Loch Lomond". It is the tune of the song "Scots wha hae". Robert Burns wrote the words of what was supposedly the rallying cry of Robert the Bruce to the Scots before the Battle of Bannckburn (1314), a pivotal moment in Scottish history. The melody is however much older. Burns' poem was written shortly before the time of Berlioz.

He seem to have regarded it as "long and diffuse". I think the overture is (quite much) better than the Waverley-overture.
Now I have heard all the composers overtures except for the overture to La fuite en Egypte (The escape to Egypt) which I, of course is curious about..

Try listening to Bruch's Scottish Fantasy (finale) back-to-back with this Overture. Then try Mendelssohn's Fingal's Cave.

Lucky there was a backup score when the composer burned the original. The music is tender and lovely.
