I don't think it would need one. I have a chevy truck loud enough to make the ground vibrate. Then again, I live in a part of Nevada where no one cares about that.
one last thing i hope i have everthing i need on the quad to make it street legal now do you now if the "no passangers" sighn is just a warning or LAW i know offroding rangers have never told me nothing but maybe on the street?

From what I know you need signals(blinkers) brakes lights good brakes and street tires... i think thats about it as for newer all season quads, once you get into older quads is when you get into smogging issues...
